On the ground: Too few confirmed reports to sayThe only practice report we could open is a press piece from December 2025 about visitors flying past a no-drone sign; no check, fine or seizure of a visitor's drone is documented anywhere we looked, and three reports are too few to read the country either way. 3 dated reports, newest 2026-07-31.
Iceland runs EASA rules: an EEA pilot flies on their home registration, a visitor from outside Europe registers on Flydrone.is first, and since 2026-05-17 no recreational drone permit is available at 27 protected areas including Gullfoss, Geysir and Skógafoss.

On the ground: Patchy enforcementTen confirmed dated reports between May 2023 and October 2026 all come from an airport zone, central Oslo, a naval base or Svalbard; none describes a flight being stopped elsewhere, and none involves customs checking a drone at the border. 11 dated reports, newest 2026-10-06.
An EU or EEA citizen flies in Norway on their home operator registration; everyone else registers at flydrone.no via ID-porten, insures above 250 g, registers camera use with NSM, stays under 120 m and outside the 5 km airport zones, and cannot fly in Svalbard's protected areas at all.

On the ground: Patchy enforcementPolice here do act on drone reports: in 2021 a foreign pilot was charged and his drone seized at a whale hunt, and another drone was shot down over one. Every case found involves a whale hunt, a warship or a complaint about flying near homes, and the most recent is from 2025. 10 dated reports, newest 2026-08-22.
European drone rules apply here: fly on your EASA certificate, register with Trafikstyrelsen if your drone carries a camera, insure to 0.75 million SDR, hold 5 km from Vága Floghavn and 2 km from every helipad, and stay off protected areas from 15 April to 30 August.

On the ground: Too few confirmed reports to sayOne case is confirmed: a video near Madeira Airport was reported to ANAC and the police in August 2026 with no offence established at the time. Nothing we could open records a fine, a seizure or a stop anywhere else, and the community threads behind the wider reading were unreachable. 4 dated reports, newest 2026-08-30.
Madeira flies under the EU open category: register free with ANAC if Portugal is your first EU country of operation, stay within 120 m, and apply through IFCN's SIMplifica drone service before flying over the Parque Natural da Madeira or a Natura 2000 site.

On the ground: Patchy enforcementPenalties are reported where a flight met an airport exclusion zone, a rescue operation or a closed disaster zone; in protected areas wardens say pilots usually leave before anyone arrives. Five confirmed reports, June 2024 to July 2026. 8 dated reports, newest 2026-07-10.
Only registered operators may fly in Switzerland: residents of the EU, Norway or Iceland use their home registration and certificate with no Swiss procedure, everyone else registers on dLIS for CHF 10, and 120 m, visual line of sight and a drone map plus DABS check apply before every flight.

On the ground: Patchy enforcementThin evidence: five dated reports from 2015 to 2025, each one ending in the police referring a case to prosecutors at a palace garden, a city centre, an event or over a radio breach, and only one of them from the last three years. Nothing was found either way about rural flying, customs, or a fine actually paid. 5 dated reports, newest 2025-10.
Visitors can fly in Japan, but every drone of 100 g or more including battery must be registered in DIPS for 1,450 JPY and fitted with Japan-conformant Remote ID, and DID, night, BVLOS, 150 m, airport and event flights need permission at least 10 government-office days ahead.

On the ground: Patchy enforcementDOC logged 37 drone complaints in the 16 months to November 2021 and issued one $800 notice; the courts have acted only where a flight endangered an aircraft. Nothing confirmed here is newer than August 2025. 11 dated reports, newest 2026-07.
New Zealand has no drone register and no national fee: fly under 120 m in daylight, keep the aircraft in sight, get consent from everyone you fly over and from the landowner, stay 4 km clear of aerodromes, and buy a DOC permit before taking off on conservation land.

On the ground: Too few confirmed reports to sayThin and all from 2026: six dated reports, only one of them confirmed, and every account of a drone being taken at a park gate comes from a travel or operator page rather than a named case. No Namibian press, police or customs record was found in either pass. 6 dated reports, newest 2026-08-21.
Every drone flight in Namibia needs prior written NCAA approval, applied for by email to rpas@ncaa.na before you travel with a NAD 300 private fee, drone-specific liability insurance and every launch coordinate named in advance; national parks are closed to private flights and the NCAA publishes no RPAS page.

On the ground: Patchy enforcementSeven dated reports, 2019 to 2026: park rangers at Rinjani, Merbabu and Komodo stop flights in person, airport and event airspace reaches prosecutors, and no fine was reported paid and no foreigner deported over a drone anywhere in Indonesia. Nothing documents a routine check elsewhere. 7 dated reports, newest 2026-08.
Indonesia reads closed to a visiting pilot: the official registration form requires an Indonesian NIK with no stated alternative, the remote pilot certificate requires an Indonesian ID card outright, and one reachable page states the application must come from an Indonesian citizen or legal entity.

On the ground: Strictly enforcedSeven dated press reports between May 2015 and September 2025: drones seized at two land borders and at an airport on departure, one Gendarmerie seizure inland, and two court convictions with prison terms and fines of nearly 40,000 and 80,000 dirhams. Nothing confirmed says a declared drone is given back. 7 dated reports, newest 2025-09.
Treat Morocco as closed to visiting drone pilots: drones sit outside the personal-effects allowance and import runs through an authorisation with no evidenced visitor route, and every Moroccan customs page behind this brief refuses automated requests, so nothing here is confirmed.

On the ground: EnforcedTwenty-five dated reports, 2019 to May 2025: in the monumental centres the pilot is identified, the drone seized and a criminal complaint follows, with fines imposed from 50 to 33,000 EUR. In parks the fine often arrives later, traced from the pilot's own footage. Nothing was found about open rural areas. 25 dated reports, newest 2025-05-18.
Every drone operator must register on d-flight and hold third-party liability insurance, a camera drone under 250 g included, and before each flight check the d-flight map; 120 m, visual line of sight and the A1 to A3 separation distances then apply.

On the ground: Patchy enforcementFour dated reports between August 2018 and June 2026, all found in the Greek press. Every one is at a military installation or an archaeological monument, two ended in espionage charges, and one flight held HCAA permits and still drew a criminal complaint. Nothing confirmed covers beaches, viewpoints or customs. 4 dated reports, newest 2026-06.
A pilot registered in another EASA state flies on that registration; everyone else registers with HCAA for 20 euro, and a non-EU pilot must also take the EU training because a home qualification is not accepted. Checking the DAGR map before every flight is mandatory.

No case found from coastal or island flying. 17 dated reports, newest 2026-08-22.
An EU operator registration counts in Croatia while UK, US and other visitors register with the CCAA on FAUST, and any flight that takes photos or video counts as aerial work needing 750,000 SDR liability cover, on top of the 120 m ceiling, an AMC airspace reservation and a park authority's permission.

On the ground: Patchy enforcementTen dated reports from 2017 to June 2026: every confirmed seizure happened at a policed event, an airport or a prison, and the citation named ANAC registration and the competence certificate. No stop is documented at a viewpoint or a park, and the Azores have no confirmed report at all. 14 dated reports, newest 2026-09-11.
Portugal flies under the EU open category, but ANAC's own decision chart routes every drone that can capture images through a separate, free aerial-survey authorisation from the military AAN, and a third-country pilot must collect a Chave Movel Digital in person before registering.

Visitors fly in the EU open category: a drone of 250 g or more, or any drone with a camera, needs operator registration, liability insurance is compulsory, and the dipul map must be checked before every flight because the zone rules apply even where nothing is drawn on it.

Nothing located covers countryside, Natura 2000 or customs. 18 dated reports, newest 2026-03-13.
Open-category flight needs no permission, but the Netherlands layers three hard national rules on the EU baseline: daylight only, no open-category permit or exemption of any kind, and a statutory no-fly map that closes every main control zone outright.

Rules move. A permit that existed in spring is commercial-only by summer; a portal is retired; a park service starts selling a recreational permit. Each brief carries the date of every change we could confirm.
Where a permit exists and a visitor can get it, the brief turns into a step-by-step application. Where it does not, it says so.
What happened on the ground, from pilots who flew there, dated and kept apart from the official rules. We are collecting the first ones; the two below show the shape an entry takes.
Seljalandsfoss, Iceland · sample entry
Launched from the gravel flats 80 m back from the spray at 06:40; rangers absent, wind 6 m/s. A sample of the shape a field note takes; real entries come from pilots on the ground.
Ponta de São Lourenço, Madeira · sample entry
IFCN authorisation answered in two days by e-mail; the trail warden asked to see it. Sample entry.
A research pass collects the rules from the aviation authority, customs, the park service and the radio regulator. A second pass opens every cited page and keeps only what the page says, word for word. Official pages and pilot reports are labelled apart, and anything we could not confirm stays marked as unknown instead of being guessed.
This is travel intelligence, not legal advice. The authority's page always wins.
